802.11 tx fragmentation in HOST AP mode

I use prism2 chip pcmcia card for 802.11 trasmittion.
I set fragmentation field in NIC's(prism2) RID and capture packet.

Currently, any packet cannot 802.11 fragmentation. 
all packet is sent about 1500 bytes.

any other setting is needed?

FYI, Any software tx fragmentation codes don't exsit in prism2 driver source. Only fragmentation threshold value is set in initial time.
