Is "real wireless access point" defined to be something like Orinoco AP
that can use proprietary Lucent protocol for some link statistics
reporting?

Yes, beacon strength should certainly be available. However, the Lucent
link test frames (WMP LinkTest) will not be handled in interoperable
way. Station firmware wants to eat these without letting host system
handle them. The latest STA firmware version might allow this to be
changed, but I don't know whether it would really be worth anyones time
to implement support for this.
