hostap and compaq wl200 of setting to error

hi all
my test system
redhat 7.3(kernel-2.4.18-3).
wlan compaq wl200.
hostap-0.0.1
pcmcia-cs-3.1.31.

I have setting.
my point out mistakes of setting.

1.install the new kernel and reboot.
2.cd /usr/src/hostap-0.0.1
3.edit Makefile
4.KERNEL_PATH=/usr/src/linux-2.4.18-3.
5.run "make pccard"
6.run "make install_pccard"
7.cp -a driver/* /usr/src/pcmcia-cs-3.1.31.
    "cp overwrite '/usr/src/pcmcia-cs-3.1.31/modules/Makefile'? y"
8.cd /usr/src/pcmcia-cs-3.1.31
9.make config
   "make [2]: ***No rule to make target 'clean'. Stop."
   "make[1]: ***[clean] Error 2"
   "make: *** [config] error2"

"cp overwrite '/usr/src/pcmcia-cs-3.1.31/modules/Makefile?"
"y" correct answers?
you are point out mistakes my setting!
