Host AP driver is not specifying this and I think the firmware is
defaulting to active scanning. There are more options available in the
latest firmware versions, but I haven't experimented with them yet.

Yes, 'iwlist wlan0 scan' should show the results. You might need to set
SSID to any in order to get the firmware reporting all SSIDs. Use host
scan request might be better for this, but it requires a newer firmware
version.
