That looks like the TLS part failed between Supplicant and
Authentication Server failed for some reason. I have never seens such an
error message from FreeRADIUS. I did not notice anything odd in the
hostapd debug output and I would recommend asking the same question on
FreeRADIUS mailing list since it seems to be unrelated to the
Authenticator. If you can test the same setup with another
Authenticator and that is working, I'll take a closer look at the issue.
