I don't think it will happen.  Presumably, it was removed to encourage
one to read the upgrade and installation notes and follow them, rather
than just assume it's all automatic?

An option that was silent unless a new release was available would be
useful.  It can be manually checked by visiting

    $ curl -sSI https://github.com/get-iplayer/get_iplayer/releases/latest |
    > grep -i '^location:'
    Location: https://github.com/get-iplayer/get_iplayer/releases/tag/v3.01
    $
