HLS/DASH downloads resumable across sessions

With a 1TB hdd costing about £50, a simple solution would be to upgrade. I
wish my problem was as simple as upgrading HDD but with a download speed of
less than 3MB/s, I weep when people report download speeds of 20-100+ MB/s.
