There was a thing at some point with Windows where external drives
would not have write caching enabled. Perhaps the different OS versions
and/or different drives have ended up with different settings?

Drive caching being off means that external drives can be unplugged with
minimal chance of file corruption, but it gives a performance penalty.

I stopped using Windows at XP, but winkey-R, devmgmt.msc, enter gets
you to Device Manager on everything I have run into since. Find the HDD,
or perhaps the controller, in Dervish Mangler. Somewhere on a sub-tab
of properties there's a tick box for drive caching. Make sure it's on.

You will have to stop externals disks, used to be a little icon by the
clock, before unplugging them with drive caching on. But it might
address your speed concerns.
