They know perfectly well that broadcasts will be recorded, etc, to some
extent. That's been the case from the days of wire recorders and
Blattnerphones! So what they have to show IRP owners is that the BBC is
taking 'reasonable steps' to minimise this 'leakage'. What they are
expected to prevent is any such leakage on a large or commercial basis. As
you say, it then becomes a trade-off between various difficulties and
costs.
