this should fix it:
$ sudo apt-get install ffmpeg

Also/instead, unless you've done it already, you might want to use the
more recent builds of get-iplayer from
ppa:jon-hedgerows/get-iplayer-testing.  I don't have Mint to hand
here, and don't use it regularly, but I think this will work.

$ sudo add-apt-repository ppa:jon-hedgerows/get-iplayer-testing
$ sudo apt-get update
$ sudo apt-get upgrade

and you'll get the most recent builds of get_iplayer, and recent
builds of atomicparsley and rtmpdump.
