Downloading a programme - but keep getting 640x360 version

Hmmm. downloading using exactly the same command works fine for me at the higher res. What preferences are you using for the command line (get_iplayer --prefs-show will tell you)?

Try forcing it with get_iplayer --pid b01l4ldk --modes flashvhigh
