Yes, it works with a proxy, that is how I get all my programmes. And
there are free UK proxies on the net, you just have to try them one
after anther until one works...

I get my proxy addresses from here, newer ones are at the bottom:

http://www.proxz.com/proxy_list_uk_0_ext.html

And this is my command for downloading stuff with a proxy:

get_iplayer --modes=flashvhigh --subtitles --partial-proxy --get 620
--proxy=http://109.123.111.99:80

The proxy address is at the end of the command line so it's easier to
change it until one works.
