There are many and various proxy and VPN services, free and paid, that
people can use if they wish to circumvent geoIP restrictions. However if
they value the shows the BBC puts out, and they own an iPad, they should
consider subscribing to the BBC's official iPad iPlayer app when it comes
out (it'll be about $10 a month from what I've read).
