I don't believe you can at the moment. When you run the installation
program it goes and gets an old version of the file, get_iplayer.pl
It probably isn't necessary to reinstall
Right-click the link below and choose 'Save Target As' or
'Save Link As' or similar, depending on the browser, I assume
Firefox for the rest of this

Find the folder C:\Program Files\get_iplayer
Type get_iplayer.pl in the file name box and select 'All Files'
in the drop-down box and click 'Save'
Click 'Yes' to accept replacement of the file
As a check that the command line version works you could try the
following, this would need to work if the PVR Manager is going to:
Start > Programs > Get_iPlayer > Get_iPlayer
Select and copy the line below, then right-click in the command line
window and select paste, the hit Enter
get_iplayer --pid b00sllbn --modes=flashhigh
hopefully this will get a Shaun the Sheep
