[PATCH 03/12] ARM: build dtbs unconditionally

The upcoming multi image support will need devicetree binary
blobs even when there is no builtin dtb. Kust descend into
arch/arm/dts unconditionally. arch/arm/dts/Makefile will act
as necessary depending on the options.
