[PATCH 0/2] SOCFPGA: update to v13.1 preloader files

Hi!

This updates the SocFPGA sequencer to the one generated by quartus v13.1.
Previously this was generated with the v13.0 quartus.

Tested on the SocKit.
The Socrates is only compile tested.
