Very low throughput with QCA9880

i dont see any detail about the configuration. a iw dev info [ifname] 
would be helpfull at least and your hostapd/wpa supplicant config too 
for sure.
(remove passwords from config, if required)
the operation mode of your ap is also not clear. is it ht40, vht 80, 
channel. all the details required to know what you're doing at the end.
then a information about your ap device would be helpfull too. 
model/chipset.

another usefull hint for us is the regulatory database (crda / db.txt) 
used in your system and the regulatory setting "iw reg get"
some countries on this db file arent vht80 capable, so vht80 would be 
disabled depending on the setting. the vht80 capabiltiy also depends 
from the used channel
