[PATCH] wireless-regdb: Update regulatory rules for Japan (JP) for December 2023

[CaffeeLake]

Support 320MHz bandwidth for JP region.

The Ministry of Internal Affairs and Communications has approved 320MHz bandwidth with 11be in Japan.
