[wireless-regdb] [PATCH] wireless-regdb: Add Andorra (AD) regulatory rules for 2.4 GHz and 5 GHz

This adds ETSI rules for 2.4 GHz and 5 GHz bands in Andorra to address
the confusing 60 GHz band only situation.
