No, this is wrong.  Line status has nothing to do with the ATM device
being ready.  Just imagine e.g. your ethernet card availability to the
system to depend on the cable being plugged in.

IOW the modem should be considered initialised when it has all the
firmware loaded, configuration done, and can be communicated with in a
way suitable for normal operation.  It shouldn't matter if there's any
ATM data in this communication.
