[Pcsclite-muscle] pcscd reports LIBUSB_ERROR_TIMEOUT when recovery from suspend or at bootup with HID OMNIKEY 5427 CK

Hi,

The pcscd reported LIBUSB_ERROR_TIMEOUT with HID OMNIKEY 5427 CK.
However, after I mannualy restart the pcscd, it works well. This situation
usually happend at the system bootup or recovery from suspend.
