[Pcsclite-muscle] New version of pcsc-lite: 2.4.0

Hello,

I just released a new version 2.4.0 of pcsc-lite.

The major change in this release is that the pcscd daemon process now
runs as a normal user instead of root (when systemd is used).

You must use drivers that configure the reader device access rights so
that a user in the pcscd group can access it for reading and writing.
That is the case for libccid 1.7.0.
