[Pcsclite-muscle] MUSCLE web site (minor) redesign

Hello,

I moved the MUSCLE web site [1, 2, 3, 4] from manually written CSS files
(from 2008) to Bootstrap [5].
The web pages are now much nicer when viewed on a smart phone.

I am not a web designer. So if you have ideas to improve the pages please
tell me.
