[PATCHv2] libunwind: update to 1.4.0

Cleanup Makefile for consistency with other ones.
Remove PKG_SSP. It can be fixed with -lssp_nonshared.
Add PKG_BUILD_PARALLEL for faster compilation.
Add some alpine pathes to fix potential issues.
Backport GCC 10 patch to fix compilation.
Remove the InstallDev section for ARC. libunwind does not support ARC
and fails to compile. It seems InstallDev ignores the !arc DEPENDS.
