Will the next major release get a "release goals" article on the wiki?

The 19.07, 21.02, 22.03, and 23.05 release series each had their own “release goals” articles in the developer guide section of the wiki, prior to their first release candidates being tagged, and perhaps prior to branching. However, the 24.10 series never got one. Did someone simply forget to write one for it, or was it decided that these articles are unnecessary? More importantly, will the next major release get such an article?
