[VOTE] commit access for Rui Salvaterra

Hi
I second Paul's request that if people don't feel like staying a team
member and participating in these votes, to respond so of status changed
this way majority votes don't result in awkward counts where decisions
are made with a 51% majority simplify because 49% of member don't care
to respond.
This is fairly important for organization proposes and for the healthy
survival of the project and why was discussed during the last discussion
to change the project rules to keep point number 4 as it is.
