New OpenWrt mirror in Kazakhstan

Hi,

The download server seems to have overloaded I/O, even a daily resync
from an existing mirror (almost no changes) takes up to 5 hours.

If you want to speed up the initial synchronisation, feel free to use
our mirror: openwrt.tetaneutral.net::openwrt
