New OpenWrt mirror in Kazakhstan

Thank for mirroring the OpenWrt project. I added the mirror to the
table of mirrors.

Testing the `rsync` mirror, OpenWrt does not appear to be in the list of
*supported projects*, neither could I figure out the correct path. Is
the `rsync` mirror supposed to contain *gentoo* in the path?

I left the `rsync` column empty for now.
