There is no apparent difference between these logs other than the fact
that the ESP-over-UDP packets get through in one and not the other.

Whatever is going wrong here, it likely has to do with middleboxes in
your network environment blocking UDP traffic to the VPN server's port
4501, and has nothing to do with OpenConnect in particular.
