vpnc-scripts patch to support split tunneling in windows.

Dear Daniel, Everyone,

I was wondering if there were any updates on this, especially on the
split that seems to have happened between L'ubomír's repo and the
upstream one.

It's seems L'ubomír's has a quite a few PRs merged.
