linux returns EAGAIN for closed ocserv interfaces

The problem has not re-occured since, but I won’t be able to say with confidence until some more
time has passed.

I think the dnsmasq bind-interfaces option I’m using prevents dnsmasq from using the 
dynamically created tun interfaces, so it should be looping on a UDP socket. How do I 
make sure?
