Our servers give us X-CSTP-MSIE-Proxy-Pac-URL which is meaningful.

I've never heard of X-Proxy-Pac before this thread. Are you sure that
wasn't just a typo? You asked 'is it equivalent' but perhaps your
question was interpreted as "did you mean to type..."
