Multiple ocserv and occtl socket support

When I converted the communication between ocserv and occtl using unix
sockets, I was wondering whether something like that would be useful.
What is the reason that you do use multiple servers? It is certainly
doable have multiple sockets, but it would require occtl to read the
config file.
