make install files going to root?

It looks like the extra directories are the ones containing the
translations — which should have been installed
under /usr/share/locale/. 

What is 'localedir' set to, in config.log?

If you get the 3.15 tarball and run *its* configure script (without
re-running autogen.sh), does it work correctly?
