This drops intltool completely; it wasn't solving the problem I thought
it was. It tries to find dgettext() in -lintl if necessary, and has a
simple po/Makefile.am to handle running msgfmt on the .po files.
I suspect a non-GNU make may barf on the use of $(shell) and I'll have
to expand those variables in the configure script, but I think this is
most of the way there.
