Some of RPI userland/GPU utils(vchiq_test, tvservice, etc) now offically supports arm64

This is just a FYI that the official github of RPI userland now sort of
builds for arm64.  Not everything builds yet, built interesting
utilities such as vchiq_test and tvservice do build and actually work.
