[PATCH 16/16] pcmcia: disable pcmcia ioctl for !ARM

The remaining legitimate ioctl user in the past years has been ARM, so
limit the config option to ARM as well. Also, to avoid any locking issues,
limit it to !SMP an !PREEMPT.
