DIRECTIVE FOR PAYMENT OF EXECUTED CONTRACTS TO FOREIGN CONTRACTORS
At the last African Union (AU) meeting, the deplorable state of the economy of most African states was discussed. This state of affairs was as a result of poor management of resources and marginalization of minority communities in countries like Somalia, Niger Delta (Nigeria), Dalfur region in sudan, Congo DRC and Zimbabwe to mention but a few. The military deployment in these areas where there are conflicts has not produced the desired result of maintaining peace in those regions because most countries could not meet their financial obligations to the African Union. African Union has no standing army. Military personnel are contributed by various African countries. The military could not be adequately equipped and remunerated. In other countries in Africa where there are no conflicts, corruption has rendered ineffective all methods devised to meet each country's obligation to their contractors.

In view of the above, it was resolved under the New Partnership For African Development {NEPAD) that all countries in Africa who are still indebted to any foreign contractor Must channel payments due to those contractors through the South African Reserve Bank. The choice of the South African Reserve Bank for this purpose is due to their track record of being the only apex bank in Africa that has successfully cleared all the debts the South African government owes to foreign contractors. Secondly, the South African Reserve Bank has the modern banking facilities to carry out this task effectively. In addition, there is sufficient evidence of less corruption in the banking sector in South Africa.

All foreign contractors who have completed their contracts in any African country and such contracts have been certified as fully executed but not paid for by the contracting country are by this notice directed to apply for payment through:

 The World Bank, the Paris Club and all international Finance Organizations have backed this resolution. US$2.4 Billion Dollars has being advanced to the African Union to settle all the outstanding debts that could not be cancelled by the World Bank. All foreign contractors are to avail themselves of this opportunity to be fully paid. At the end of this exercise, all remaining funds including unclaimed and unpaid sums shall be diverted for peace keeping missions in Somalia and Dalfur and no further correspondence in respect of this matter shall be entertained by the South African Reserve Bank or any country in Africa
