Problem with 32bit Cardbus

I cannot get 32bit cardbus cards to work with an IPC Powernote M+ laptop
with an ENE CB1410 Cardbus controller. I am using Fedora Core 2 with
kernel 2.6.8-1.541.
Once I plug the card in I can see it with cardctl status but cardctl ident
returns:

It would appear to be a problem reading the CIS.
When I look at dmesg I can see lines like:
cs: memory probe 0xbc004000-0xbcffffff: excluding 0xbc004000-0xbd0e1fff
followed by cs: warning: no high memory space available!
I have tried editing /etc/pcmcia/config.opt to give pcmcia different
memory addresses but they are always completely excluded.
lspci -vv output is shown at the end of this mail.
Does anyone have an idea's where to go from here?
