Are you sure this is correct?

'update_tls_keys' is issuing a handshake request
with 'HANDSHAKE_KEY_UPDATE_TYPE_RECEIVED'.

And the patch introducing it states:
At this time we don't support initiating a KeyUpdate.

So please move this to the patchset implementing support
for initiating KeyUpdates.
