[ANNOUNCEMENT] nvme-cli v2.15 and libnvme v1.15 release

There are new releases available: nvme-cli v2.15 and libnvme v1.15

Nothing really stands out, so the usual fixes and adding some more of
the spec.

On the testing side, Dennis added some more tests, which increases our
coverage for the command API nicely. The coverage report says, that we
have roughly 96% of the ioctl.h header covered. This will help to catch
errors when we start to touch this file for the v2 API updates.
