Yup. That yielded the following:

Older 130nm parts:
run 1:
NOR Flash: block erase suspended and resumed 851 times.
NOR Flash: block erase suspended and resumed 490 times.
NOR Flash: block erase suspended and resumed 16598 times.
NOR Flash: block erase suspended and resumed 16 times.

run 2:
NOR Flash: block erase suspended and resumed 864 times.
NOR Flash: block erase suspended and resumed 16741 times.
NOR Flash: block erase suspended and resumed 9223 times.
NOR Flash: block erase suspended and resumed 16 times.

and suffered no failures.

Troublesome 65nm parts:
run 1:
NOR Flash: block erase suspended and resumed 29 times.
buffered write fails.

run 2:
NOR Flash: block erase suspended and resumed 89 times.
NOR Flash: block erase suspended and resumed 15 times.
buffered write fails.

So this does seem to be the characteristic that has changed.
