Shouldn't these be guarded by CONFIG_USB_DWC3_ROCKCHIP so that
we can still fall back to the generic DWC3 driver?

Please use the same PM callback pattern as dwc3-generic-plat.c. That
should avoid the need for __maybe_unused on each callback.
