[PATCH v2 6/8] coresight: cti: Remove hw_powered flag

Since the CPU PM code has been removed from the CTI driver and the device
is enabled via runtime PM, pm_runtime_active() can be used to check
whether the device is powered.

As a result, the hw_powered flag is redundant, remove it.
