How about encapsulating the code inside if (IS_ENABLED(CONFIG_DEBUG_FS)) and
remove the #ifdef CONFIG_DEBUG_FS alltogether? AFAIK this will do a
compile test even if CONFIG_DEBUG_FS is unset.
