[PATCH] arm: Enable ARCH_HAS_DEBUG_VM_PGTABLE

arm32 kernel successfully build and run with CONFIG_DEBUG_VM_PGTABLE=y,
enable arch support for it. This allows the pgtable tests to be built and
allow to enable page table boot-up checks.
