[PATCH v3 07/12] PCI: brcmstb: Remove two unused constants from driver

Two constants in the driver, RGR1_SW_INIT_1_INIT_MASK and
RGR1_SW_INIT_1_INIT_SHIFT are no longer used and are removed.
