[RFC 6/6] media: verisilicon: Add H.264 stateless encoder

Add H.264 stateless encoder for the Hantro H1 variant.
It only supports constrained baseline, only I and P frames and allows
using either last frame as reference, or a long time reference frame
(which must have been marked as such in advance).
