I think this part should be done regardless, and could be a separate patch
added before exposing the COREDBG clks.

Looking at the bigger picture, maybe it's time to convert CLK_IGNORE_UNUSED
and rockchip_clk_protect_critical() to CLK_IS_CRITICAL?
