[RFC PATCH v3 17/29] KVM: arm64: Introduce KVM_CAP_ARM_ID_REG_CONFIGURABLE capability

Introduce a new capability KVM_CAP_ARM_ID_REG_CONFIGURABLE to indicate
that ID registers are writable by userspace.
